Submissions on the Child Justice Bill

Before the Child Justice Bill became law it went through rounds of public comment in which organisations and individuals told Parliament what they thought of it. This page collects those submissions and the commentary on them.

Read together, they show where the debate was hardest: the age at which a child can be held criminally responsible, the conditions for pre-trial detention, the place of diversion and restorative justice, sentencing options for the most serious offences, and the resources needed for probation officers and assessment.

Submissions are a useful record because they explain the reasons behind a position, not only the position itself. They also make it possible to compare the bill as introduced with the law that was eventually passed.
